Texas Electricity Market Report — July 2026
Figures average 4 weekly snapshots of the publicly listed Texas retail plan inventory (weeks of Jul 6 through Jul 27, 2026), captured from Power to Choose listings with TDSP delivery charges included. This is a dated archive record; it is not revised after publication. The weekly series behind these figures is published on the Texas rate history page, and the estimation method is documented in how we rank plans.
July edged down from June, with the market average at 14.04 cents per kWh, down 0.12 cents, while the listed inventory was nearly flat at 711 plans per week, down by 3. Plan structure shifted more noticeably: time-of-use plans rose by 4.4 points to about 15.3% of listed plans, bill-credit plans increased to about 6.5%, and minimum-usage-fee plans fell to about 2.4%. The lowest listed estimated bill at 1,000 kWh was $64.
What changed in July 2026
- Market-average all-in pricing at 1,000 kWh eased to 14.04¢/kWh (-0.12¢ vs June 2026), with the median moving -0.26¢.
- Within the month, the weekly average moved from 13.63¢ (week of Jul 6) to 14.15¢ (week of Jul 27) — a 0.52¢ climb inside the month.
- The listed inventory averaged about 711 plan listings per week from roughly 43 providers — 3 fewer weekly listings than June 2026, with the provider count up 1.
- The month's lowest listed estimated bill at 1,000 kWh was $64.00 (SimpleSaver 12, AP GAS & ELECTRIC (TX) LLC, week of Jul 27) — −$13.00 vs June 2026's cheapest.
- Plan structures: bill credits on 6.5% (+1.9 pts); minimum-usage fees on 2.4% (-1.2 pts); free-period pricing on 15.3% (+4.4 pts) of listings, changes vs June 2026.
- Twelve-month fixed-rate terms averaged 13.46¢ against 14.84¢ for 36-month terms — the longer lock priced 1.38¢ above the shorter one. Vs June 2026, 12-month pricing moved -0.10¢ and 24-month -0.14¢.
- By delivery territory, the largest move at 1,000 kWh was CenterPoint, -0.51¢ to 12.73¢ — the delivery-territory table below breaks out each territory.
Interpretation, not measurement: listed offers averaged lower than the month before — an easing market, where shoppers locking a term may want to compare again near their switch date in case the slide continues. Directional reads like this describe the listed inventory, not a prediction of future prices.

Data caveats
- Figures are unweighted averages of 4 weekly snapshots of the publicly listed residential inventory; a week belongs to the month containing its Monday, and months with an ingest gap average fewer snapshots. The weekly detail table above is the complete set behind this report.
- Averages describe listings, not enrollments — a plan listed all month counts the same whether one household or ten thousand chose it, and offers sold only through provider channels aren't captured.
- Month-over-month comparisons use the same method for both months. Structure shares (bill credits, minimum-usage fees, free periods) reflect what our EFL parsing detected on listed plans.
