A fixed-rate plan locks the energy charge — the per-kWh price your provider controls — for the length of the contract. It does not mean your bill is fixed: usage still moves your total every month, regulated delivery charges pass through from your utility, and plan structures layered on top (bill credits, usage tiers, free periods) can make the effective rate swing even while the underlying energy charge never changes.

That's the trap in the label. A “fixed-rate” plan with a $100 credit at 1,000 kWh has a fixed energy charge and a wildly variable effective rate. The plans below are all contractually fixed-rate; the Notes column flags which carry structures that make their real-world cost usage-dependent.

The alternative — variable-rate, month-to-month plans — gives flexibility with no cancellation fee, at the cost of a rate the provider can reprice monthly. In our current data, variable listings are a small minority and generally price above comparable fixed terms.

What's Actually Fixed on a Fixed-Rate Plan

What the contract locks is the pricing formula in the EFL: the per-kWh energy charge (or the set of charges, for tiered and time-of-use plans), the base charge, and any credit or window rules. Your provider cannot reprice any of it during the term. That's the entire guarantee — a locked formula, not a locked outcome. Feed a different month's usage into the same formula and you get a different bill.

Two things people often confuse with a fixed rate are different products entirely. A variable-rate plan lets the provider change the formula itself month to month — see fixed vs variable plans. And “budget billing” or a fixed monthly payment is a payment-smoothing arrangement layered on top of whatever plan you have: it levels your cash flow across the year and settles the difference later, but it doesn't change what your electricity costs.

Fixed Rate Doesn't Mean Fixed Bill

Even with the formula locked, your monthly total still moves with:

  • Usage the dominant driver — a Texas summer can double a bill without any rate changing
  • TDSP delivery charges regulated pass-throughs from your delivery utility that adjust when the PUC approves tariff changes, even mid-contract
  • Taxes and regulatory fees applied on top of the plan's charges
  • Base charges fixed dollars per month, so their share of your effective rate grows in low-usage months
  • Bill credits earned in months at or above the threshold, forfeited below it — the formula is fixed, the outcome swings
  • Minimum-usage fees added in months under the plan's usage floor
  • Time-of-use windows the day/night usage split changes the blended rate month to month

Fixed-Rate Doesn't Mean Simple

“Fixed-rate” is a rate-type disclosure, not a simplicity rating. A plan with a bill-credit threshold, usage tiers, a free-nights window, and a base charge is still contractually fixed-rate — every one of those terms is part of the locked formula. That's why two fixed-rate plans with similar benchmark prices can behave completely differently at your usage. If what you actually want is a bill that scales smoothly with usage, the filter you're looking for is the no-bill-credit list, and within it, plans without tiers or windows in the Notes column.

Choosing a Term Length

Term length is a separate decision from rate type, and it has its own trade-offs. 12-month plans are the market's default — the deepest inventory, the most competition, and an annual chance to re-shop, at the cost of renewing in the same season you signed. 24-month plans hold the formula through two summers with roughly double the cancellation fee and half the renewal frequency. Longer terms extend the same trade: more certainty, more commitment, more expensive exits. Each term page compares its own live inventory; the useful check before choosing is the same provider's price gap between terms, which tells you what the extra lock actually costs.

Early Termination and Moving

Every fixed-rate EFL discloses an early termination fee — in our current data commonly a flat amount that scales with term length, though some providers charge per month remaining instead, which changes the exit math substantially. Texas rules generally let you end a contract without the fee when you move out of the premises and provide the documentation the provider requires; that protection covers moves, not switches, and the exact process varies by provider. The EFL and Terms of Service for your specific plan are the authoritative source — verify both before signing if an early exit is plausible for you.

What to Check Before Enrolling

Fixed rate ≠ fixed bill

Usage moves your total, and delivery charges pass through at whatever the utility's regulated tariff says. Fixed protects you from provider repricing during the term — nothing else.

Structures hide inside the label

Bill credits, usage tiers, and free periods all coexist with a contractually fixed rate. If you want a bill that scales smoothly with usage, look for plans with no flags in the Notes column, or start from the no-bill-credit list.

Watch the base charge

Many fixed plans carry a monthly base charge. It's a fixed dollar amount, so its impact on your effective rate doubles when your usage halves — check the 500 kWh column if you're a low-usage household.

Reading the EFL for These Plans

On a fixed-rate EFL, the energy charge section states the locked per-kWh price (or prices, for tiered plans). Delivery charges are listed separately and can change with the utility's tariff even mid-term. The EFL also states the term length, early termination fee, and — critically — the exact bill-credit or tier conditions that determine your effective rate at different usage levels.

Frequently Asked Questions

Can my bill go up on a fixed-rate plan?
Yes — from usage and from delivery-charge changes. Fixed-rate locks the energy charge your provider controls. Your total bill still scales with how much you use, and the regulated delivery charges from your TDSP pass through at whatever rate the utility's current tariff sets.
Fixed or variable — which is cheaper?
In our current data, the few variable-rate listings generally price above comparable fixed terms, and variable rates can be repriced monthly.
