A 12-month plan locks your energy rate structure for one year — long enough to escape month-to-month price swings, short enough that you're not committed through two summers if the market drops. It's the default term in the Texas retail market, and it's usually where providers put their most competitive offers.
The advertised cents-per-kWh figure is where 12-month shopping goes wrong: it's an average at one benchmark usage level, and bill credits, base charges, and minimum-usage terms can move a plan's real monthly cost well away from it. One year also means your renewal lands in the same season you signed. Sign in August and you'll be shopping again next August, when offers are historically at their worst. Plans below are ordered by their EFL average price at 1,000 kWh — the standardized disclosure every Texas plan must publish — using the same quality-checked inventory our compare tool prices. “Best” here means lowest disclosed average price at that benchmark, not best for your specific usage: a bill-credit plan that tops this list can be a poor fit if your usage dips below its threshold. What to Check Before Enrolling
Bill-credit and tiered 12-month plans can be several cents cheaper or more expensive at 500 or 2,000 kWh than at the benchmark. Check the column that matches your usage, not just the sort order.
When a 12-month contract ends, most providers roll you to a month-to-month holdover rate that's substantially higher. Set a reminder for 30–45 days before the end date — that's when you can switch without penalty.
Listed early termination fees for 12-month plans in our data are commonly $150, with some providers charging per month remaining instead. Moving generally waives the fee with proof of the move.
A fixed monthly base charge weighs more the less you use, and some 12-month plans add a fee when usage falls below a stated threshold. Both are disclosed on the EFL and included in our estimates — check them especially for apartments and efficient homes.
Reading the EFL for These Plans
On any 12-month EFL, check five things: the average price at the usage level closest to yours; whether that price depends on a bill credit with a usage threshold; any time-of-use or free-hours window (the free period is funded by a higher rate outside it); the base charge (a fixed monthly amount that hits low-usage months hardest); and the early termination fee. The EFL also discloses the plan's renewable content percentage and whether the rate can change during the term (for a fixed-rate plan, the energy charge can't — but regulated TDSP delivery charges pass through if the utility changes them). The most reliable comparison is the estimated total monthly bill at your own usage level, not any single disclosed average.
