Methodology
TrueBill captures Electricity Facts Labels (EFLs) from Texas retail electricity providers on a daily cycle and parses each plan's full pricing structure: energy charges, base charges, bill credits and their usage thresholds, minimum-usage fees, time-of-use windows, and the TDSP delivery charges the plan passes through.
Every Monday, a snapshot job aggregates the public inventory— active plans with validated pricing, the same set shown to shoppers on this site — into weekly statistics at the three EFL benchmark usage levels (500, 1,000, and 2,000 kWh), statewide and per TDSP territory. A “rate” is the estimated all-in monthly bill divided by usage — the EFL average-price definition — so it includes delivery charges and the effect of credits and fees at that usage level.
Known limitations: published history begins with the week of April 6, 2026 — capture started December 2025, but plan-data corrections landed through March, so earlier weeks reflect an uncorrected inventory and are excluded. Plans with unreviewed time-of-use pricing formulas are excluded until reviewed, and statistics describe the plan inventory, not enrollment volumes. Aggregates are directional and not a price forecast.
